force links to .doc files to always download

At my place of business, we have most of our forms online in pdf format. However, on forms that need constant modifications, we have the forms in Word format. My problem, is that on some computers, when the person clicks on the link to the word doc, it asks for a username and password. Then, no matter what they do, it always opens the .doc inside the browser. I need all .doc files to always be downloaded, and never opened or "run from current location". Any way I can change or set something on my server to do this? Thanks.
 
Forgot to say, the link is buried inside a javascript pop-up menu, and can't be right clicked on, which removes the ability to "Save Target As". So something needs to be set on the server, or in my page. Thanks.
 
So what is the trick? What have I inadvertantly set on some of these computers that brings up a username and password window, instead of the save file window?
 
im not sure why only some computers ask for a name and password, i would have thought if you have put the files on a protected directory then all pc's would ask for it.
maybee someone else may have the answer.
