Force File to Download

I have a link on my site to a PDF file. When a web user, who has acrobat, clicks on the link adobe acrobat automatically opens the file in the browser.

However, I would like to force the user to download the file and save on their hard drive so that they can fill out the information and email it back to me.

Is their a javascript or some other form of script that will allow me to force the "save as" screen to appear when they click on the link, without activating adobe acrobat.
