Force connection by user or app to particular server 1

How can I force specified users or specified application to access one particular server? I'm a total newbie and have inherited 4 citrix server farm. I need to force particular users to one server (that one works) while I figure out why the other 3 don't. I can narrow it down by either user or app. I have an application error on 3 of the 4 servers.
 
For application.
In Citrix Management Console highlite application, , right click and select properties. Select "Servers" and remove servers to which you don'want users may connect to.

For server.
In Citrix Management Console highlite server, right click and select properties. Select Metaframe Settings and clear checkbox "Enable login...". Attention! Server restart not changed this condition.

For users.
1. Create new zone and move server to it.
2. Create policy and select zone preferencies.
3. Filter policy to group of users.
