force browsers download files

When user click on a link <a href=&quot;file:\\filename.txt&quot;>filename</a>, browsers (IE) try to open it. How can I force the browsers to download it without openning the file. (My boss does not want users right click to Save As)

Did you try using ftp instead of http?

ftp://server.com/filename.txt
