Force a save in Outlook

Can anyone tell me if there is a way to force an Outlook 2000 client using exchange 5.5 to save an e-mail. We would like to force people to either save an e-mail to a public project folder or to a personal folder when attempting to close an opened e-mail. I know we can setup rules but I think it would be difficult defining parameters to force to a particular project. Any help would be greatly appreciated.
