How to force a device to accept only one Save Sets at the same time

If there is only one device, set server parallelism to 1.
 
So you must set parallelism to 6 and target sessions to 1 but I agree that if there's a device used for another operation or disabled, networker will bypass the target sessions setting.

I think that in newer versions of Networker the "Target Session" field will become a "hard" value.

Another way could be to play "with" pools and dedicated drives, but it will become really really heavy to manage.
 

sdeb is right. However, since a while (NW 6.1) you may also use the "savegroup parallelism".

If you set this to 1 AND filter the data (pool setup) by the
group AND send it to a specific device, it should work.
