For some reason, I can't figure out

For some reason, I can't figure out how to have a button load a new browser window without any of the amenities (i.e, nav bar, location, etc.). I know there's someone who can help with this one. I'm building a jukebox and want it to pop up and be able to be minimized, but I only want it to be 400x400 and not scalable or anything. Any suggestions?
