For a fax machine, do I need an ATA-2 or will an ATA work?

ATA should be fine, but if you have neither yet, I would go with the ATA2 since the cost difference should not be that much.

Is there any programming required for the ATA? Anyone have an online manaul for it?

nothing specific to using it for a fax.
You would just program it like any other DN, having the fax line or DID ring at the ATA if you want the fax to answer calls.
