Footer position (From Bottom) not acting correctly 1

I am trying to publish a book. The page numbers are in the footer - with the distance from bottom set at 0.3. The page numbers are showing right under the text on many pages. If I adjust the spacing on that parameter, the bottom margin adjusts and text is either added or taken away from the page - depending on if I make the parameter bigger or smaller. This should not happen. The bottom margin should not auto adjust because I move the footer down closer to the bottom or further away. I've never had a problem with this before. I'm getting so frustrated I'm ready to publish as is, but it bugs me that I can't make this work. Anyone have a clue what is going on here?
 
Can you mock in some words and upload (a small part of) the file?
 
Here is a sample which is doing the same thing. Maybe the solution is to go back to Word 2003.
 
Looks like the attachment is only for images. How do I upload a word doc??
 
Oh, no, your hyperlink links to your local copy. It needs to be uploaded to some webspace. You can use MediaFire, which is linked to during the upload process.
 
Get rid of the following paragraph mark in the footer.

There is also a conflict that has partly to do with the superfluous paragraph break in the footers, but if you look at the bottom of page 7, there is a manual page break exactly where the page will automatically break anyway (so effectively a double page break). Removing the manual page break resolves the footer misalignment.

It is best to never use manual page breaks. Instead, add the PageBreakBefore paragraph attribute to the following paragraph. That will avoid those problems.

I have to agree. Generally speaking it is best to avoid manual page breaks, although I have to admit there ARE the few times it seems needed.

I would also strongly recommend using Styles properly. You are not using proper styles at all.
