Follow Up Flag Reminder in Outlook 2007

In Outlook 2007, I set follow up flag reminder in mail message. But it is not generating reminder popup window to recipients. I tried the following:

File -> New -> Mail Message
Entered Recipient Name in To Box (Recipient is also using Outlook 2007)
Entered Subject and Message Text
Clicked Follow Up on the Ribbon and selected Add Reminder
Cleared Flag for Me checkbox and checked Flag for Recipients checkbox
Flag was set to Follow up
Checked Reminder, set date and time and clicked OK
Then Clicked Send

Server Type is POP3 for both sender and recipient. I sent this message through Inbox main folder as suggested in this thread thread68-1306708 but no success…
 
Has the recipient set the option to "Display the Reminder" (Tools ->Options on the "Other" tab click on "Advanced Options" and then click on "Reminder Options")? You can set whether or not you want the reminder displayed and if you want a reminder sound played.

Yes, the recipient set the option to "Display the Reminder".

For the recipient, in Tools->Options->Other->Advanced Options->Reminder Options:

Display the reminder is checked
Play reminder sound is checked
and text box is showing reminder.wav file
