folders permission when installing

Hello:
Vista sure likes to change things. In XP I had a program that would install and place an ini file in My document so that anyone on the domain would be able to login and the program would have their settings. Worked fine... BUT along came VISTA I traced the process thru and sure enough the folder in the person's profile documents has the right permissions BUT I believe the install is getting stopped at the user folders. Sighhhh any ideas on how to fix that???
Also when I run it as an administrator (under the person who is a power user )it starts to run then stop saying I do not have privileges to install, it never asked for a password.

How to troubleshoot a program that does not run as expected after it is installed on Windows Vista

Is there a problem with the program accessing users documents, would it work if you stored this .ini file in Public Documents in the Public Folder?
