Folders and files permition in window 2000 server

Does anybody know how to set up a folder or files permition, that domain user can read the files but can not copy in window 2000 server?

In Windows, if they can read it, they can save it somewhere else.

But What I mean is the files in my folder, I just let someone read, but can not be copied and paste in batch to somewhere, one by one read and save as doesn't matter. Do you have any idea about that?

Again, if they can read it, they can copy it, by itself or by the folder. There may be a 3rd party solution but I'm not aware of any.
