Folder view without Advanced author rights?

Hello all,
Is it possible to allow all users folder view without giving them advance author rights? We can only do this if we give advance autor rights to the user but we do not want to give them that level of permission. Additionally, once per week the Folder view stops working all together and the server needs to be restarted, any ideas about this? Thanks for any ideas!
