Folder View in Windows Explorer

I have a user here who wanted the Folders to be defaulted when openning an Explorer window or My Computer. I had him change it to Windows Classic view removing the Explorer bar and then hit the "Folders" button at top. Then I had him go to the Folder Options \ View and "Apply to All Folders" but the option to have the Folder navigation on the left of the window will not stay. If he closes that window and opens another then he has to hit the Folders button every time. He says it used to open that way on his old machine (Same OS - WinXP Pro) but I cannot figure out how to make that Folder view stick as default. Any ideas?
