Hi,
I to do the following:

On a server I made 2 folders: VERIFY and VERIFIED
From a workstation I need to open (read only) a file contained in VERIFY folder, make some changes and save on VERIFIED folder from the server. Users cannot delete or save files in this folder.

Files saved on VERIFIED folder must be read only and users cannot delete or modify these files.

Can someone help me?

P.S. For example I've set write permission in Security tab for VERIFIED folder(because users must copy files there) but thay can to modify files too.

In the security tab go to advance and there you set permissions as needed
