You are saying you don't have a security tab?
I had to do this once on one of my machines that was set to simplified security. If this is what the problem is then
Once you disable simplified security you should add ASPNET user to your web folder. I usually give it modify permissions. This allows the programmer to modify the folders and files with code during runtime. It is a common misconception that this gives the Guest Internet User modify access to files and folders but it does not.
