Folder Permission exceptional

We are running windows 2003 server,and it is also used as File Server.
Here is the challenge iam facing

We have user Bob Smith, it usually dont have priveleges to access the Finance folder/drive. But he is working on a project, where he has to access one sub folder called as Reporting under finance folder.

How do i achieve this, with just giving access to that particular folder,and not to other sub-folders?
 
The easiest way of doing it would be to share that folder as its own share, then give Bob permissions to it (either by share permissions or NTFS or both - I mean you could have share perms set to Everyone full control and then the NTFS permissions tied down).

Have bob then connect to that share directly.
