Folder icons on iMac

Using Preview on my iMac I can create my own icons for folders using the copy feature but if the picture I want to use opens in PSE2 then I cannot copy it.
so does anyone know the way to change how the picture opens. I tried having PSE2 closed altogether but when I click on the photo I want to use it still opens PSE2.
I tried putting a copy on my desktop but that does not work either It still opens PSE2 before I can work with it.

Your picture will usually open in whatever program last saved it. You might be able to CTRL-Click on the file and it might allow you to choose another program (I'm not working on a Mac right now, so I can't really tell you what option to look for). Alternatively, open the other application and open the file using File > Open instead.
 
just to let you know that I ran repair permissions and it seems to have fixed the problem.
