Folder Access Woes

But the file and folder are indeed there.

Is there some setting in the .conf file that I'm not getting?

Does anybody have a quick fix to this?

It's the first of many problems facing me today.
 
Check your error log to see what file it's trying to get.

Is php a directory right off the DocumentRoot, or is it linked and are links followed? Does apache have permission to enter the directory and read the file?
 
If this directory is not in apache's defind webspace, then you need to define it by creating a Directory container for it. The same goes for an Aliased directory. If it is a symlink then make sure you have the Options FollowSymLinks directive enabled.
