FNA between two sets? (or, a 4th round in the lwurl2 vs FNA fight)

Another day, another fight with the users I've been asking about the entire time.

After finally getting it through to A that he can't FNA multiple times, I now have a different request that I *think* should be possible, but I'm not getting the desired results.

A wishes to FNA to B, then to voicemail if no answer. This I can do with no issue.

However! User A also wishes that B can FNA to A, then to voicemail. I'm pretty sure this is circular and not going to get the result they want, and seems to be what I saw in practice. Is there a way to do this?

You only have so much to work with here. There is only 1 entry for FNA unless you do call forward by call type. Then that allows inside users to be forwarded to a different place then external callers. Your scenario wont work.
