flyout menu not working correctly in _layout pages

Hello,
Right now, I have the top navigation menu displaying flyout menus that go 3 levels deep, but I've noticed that when you are accessing a _layout page such as Site Settings (_layouts/settings.aspx), or Permissions (_layouts/user.aspx), the top menu does not allow the flyout 3 levels deep.

Is this a bug?
Is there a seperate setting for all the layout pages?
Can this be fixed?
Any help is appreciatted.
