I am creating an invitation flyer at 148mm by 210mm (A5)featuring photographs and text. The flyer will be handed to the printer in pdf format. What is a safe resolution to create my photoshop document?

Most print shops require a minimum of 300 dpi. You might consider this as a "safe" resolution but you really should contact your printer. We use several different print shops and they all have different requirements.

There's always a better way. The fun is trying to find it!
 
Absolutely right. Resolution should be based on what the printer requires/can handle.

Also are you referring to commercial print shop or an office printer? (same rule above still applies to either one.)
