FlushFileBuffers api and the Serial Port

The FlushFileBuffers api can be used to flush the transmit buffer from the serial port (I found this on the msdn site).

Can somebody tell me if the last character is already send by the UART when this api returns.
Unfortunately I do not have a digital oscilliscope to test this.
