Floppy Drive works in DOS & Safe Mode but not Normal Mode

I have a situation where a floppy drive works when I boot up with a Rescue disk and in Windows ME Safe Mode. However, when I boot into Normal mode the drive no longer recognizes my disks. The light stays on forever and only until I eject the disk does Windows tell me to insert a disk into Floppy A and press enter. Now I've already went into the Device manager and erased the floppy controller and the drive. Windows detected the drive again and still the same problem. I decided to go into the registry in the ENUM section of HKEY/LocalMachine and erased the *PNP700* section of the floppy and still nothing. I would love to reformat this hard drive and install Windows ME again but this person doesn't have the original CDs of software they have installed so I can't erase it. I originally did a mirror of their original 1.5gb HD to a 8.5gb HD using Norton Ghost and upgraded Windows 98SE to ME. If you have a solution I would appreciate it because the drive does work because the PC use to be in my office and I had Linux, Windows 98 and 2000 on this pc. Thanks for hearing my plea.

Have you tried booting the machine without a floppy in the A: drive?

The computer boots up fine it's just that in Windows ME normal mode it won't read any disks. However, it reads disks in Safe Mode and if I use a boot disk.
 
The Report No Floppy to Win95 in the CMOS didn't help. I even tried it on my home PC and I was still able to read a floppy disk on my home PC with that feature enabled in the CMOS. Oh well, gotta love technology. I may just have to reformat that whole drive.
 
Delete the floppy from the device manager and let ME load its driver.
