first of all, check your powercable to the floppy drive, secondly check if the floppycable is correctly seated...
if the above don't work, check the BIOS setting if the device is actuated...
if all the above are correctly done/checked and it still doesn't function... go buy a new floppy drive if you really need to have one... they should be around $10 US or 10 €...
I concure with the others. You need to put a known good drive and cable. If it still does not work you probably have either a bad or corrupt driver or a bad disk controller. If it is the drive, buy a new one. They are very cheap.
p.s. There is a third option, if the power cable is connected and the known good drive will not "turn on", you could have a bad power supply. That leg of the PSU could be bad.
