Floating Column Headers in Report Footer

I have a column field in CR10 based in a report footer that doesn't have as many characters as its colleagues. It floats up and down when viewed in CE10 Crystal Viewer. I am using Active X for the viewer.

Any ideas as to why it floats in the Crysal Viewer as opposed to CR application?
