flex off as preference

Hello,

every time I start oracle reports and open a report, the flex mode is 'on'. But I do not like this mode. It is unusable in complex reports and sometimes it foozled my layout if I forgot to switch it 'off'.
Is there any way to save the 'flex mode off'?
Perhaps in cagprefs.ora/cauprefs.ora?
