Flashplayer bug gone in version 7??

Hi,

once I heard, that version 6 of the flash player for mac had a bug so that all framerates between 19 and 30 were played at 19 fps which can be quite annoying due to choppy animations.
So I decided to make all my films play at 31 fps.
It is obvious that 31 fps result in bigger filesizes than 24 or 25 which would usually be used.

Does anybody know if that bug has been fixed in player version 7?

That said why would a higher framerate have an impact on file size?

That article gives some useful info about FPS!
Unfortunately I don't onw a Mac so I thought that somebody could give me advice on that.

About filesize:
I started working with Swift. As you know this works with keyframe-animation, that is why I want to keep my framerate down.
High enough not to have choppy animations, low enough to optimize filesize.
