Flashing light on the Nortel

The thing I really want to happen is for the red light to flash on an incoming call even if the person is on the phone, and the phone is set to DND on Busy. It happens on my CICS in the office, but I can't get it to happen on the new CICS I put in today. We have the same exact setup, except we have voice mail, and the customer doesn't, but I would not think that would affect anything.
