Flash2 F987 not allowed

Dear Friends,
We are Using m824, DR5.1, Flash2:
When Night Service is on...I can interupt a call going to VM. I've tried F987...but system says "Not Allowed". This is thae sam from any phone.
Please help.

f987 will only work from the set with mailbox that message is being left on. You cannot interrupt the auto attendant greetings.

I think it also does not work on General Delivery mailbox.

I assume I cannot use this feature on a guest mailbox?

Correct, you cannot use it on a guest mailbox because there is no phone associated with the mailbox. F987 only works from a phone and its associated mailbox.
