Flash website component design strategy

I'm beginning to Flash and I want to implement a web site.

How is the best way?

I have a basic design. There a 7 items down the side and when they are clicked, the middle of the screen displays some media (pictures, movies, and text.)


I also want my site to be maintainable.

ie, to add a new section I want to simply upload a swf for the new item button and the new media (e.g. a swf or a jpg and an txt file) and the new item will automatically follow the same flash behaviour.
A database may be useful, but can anyone suggest any resources or tips on how to begin this undertaking.


I plan to have the whole website in Flash. Is this acceptable these days. Can I assume 99% of people have the Flash plugin? The site should be fairly small, so I am hoping with some kind of Preloading I can make it perform well.
