First, nowadays you don't really need a Flash detector, if that's what you're looking for.
Second, it's gonna be really hard to find one that doesn't use javascript... There's already one in the <object> & <embed> tags, if you use the Publish feature of Flash to output your html.
If that one doesn't satisfy you, you can allways type Flash detection tutorial in any search engine... It will turn out many...
