Flash quick blink effect 1

Hello Everyone!

I am trying to get a flash blink effect, the one where say an image comes on the screen then flashes real quickly multiple times before it's stable again. An example can be seen at:

The example is the second row, middle icon. The menu has the effect. Whenever you go over a selection, the arrow flashes quickly multiple times. I have seen it on many sites, but do not know what it's called or how to get the effect created.

I don't know how you would call it also, let's say a "flashing" effect. Merely an arrow graphic (2 different colors), going from one color to the other, one or a few frames long, and all part of a movie clip which includes the sliding bar, activated when buttons are moused over.

That's exactly what i wanted to know. Such a simple but effective technique!

I had one more question though...
How do they get those masking techniques? I like the way they fade images into one another in that specific style.
