Flash plug-in won't install

OK I am logging on as an adminstrator I have full access to all files and folders, I am using IE6, 6.0.2800.1106 to be exact, I have set the security level to low. The plugin will not install, when the security was set higher I clicked yes to the security pages. I also downloaded the installer file and I get an error: INF:Install failure Reason:Unknown. I have also given full rights to the registry, still doesn't work and its driving me mad. Its windows 2000 OS and I have about 80 identical pc's and none of them will install it. I tried on an older win98 machine and it works fine. Am I missing a setting somewhere???? Please help!!!
 
I'm having the same issue here as well running the same system, but unfortunately I've no fix for it. I was hoping to find a solution here.

Has anyone seen this and found a fix for it?

I'm having the same problem. Flash will not install as a download from Macromedia, or from a file.

I'm running Windows 2000 SP3 and IE6 SP1. I have administrator privileges and have also tried installing using the administrator account. I have checked IE security settings. I don't have any pop-up stopper software installed.

I've tried completely deleted the Macromed folder out of \WINNT\System32 and out of the registry.

HELP!!
