Flash Media Server vs. Progressive

I have the Flash Media Server 2 (Developer Licensed) installed on my server (Win 2k3). On this server we have 512k upstream. Now for the problem, or more of a question.

I have a flv file encoded with a datarate at 150 with a size of 320 x 240. It is approx 3100 seconds long. Audio datarate of 64.

If I stream this file through the media server, it buffers about every 2 seconds for a split second causing it to "hiccup". It's like it can't stream it fast enough. With this same EXACT file viewed on a webpage (from same webserver) by progressive download, it plays fine.

I figured the streaming server would be a better way to go, but obviously I'm missing some concept here. Any ideas.
