flash drag and drop

I would like to create a graph that the viewer can actually make changes themselves and post it or save it on the web.

I was thinking about using drag and drop so the person viewing the graph can actually drag the objects to make changes to the graph. My problem however is once they make changes by dragging the elements, how do they save the final results?

How would you suggest I create a piece like this. Is it possible and where could I go to get information about creating it or where could I buy software that allows you to create something like this.
 
a lot of ways you can "save changes", like utilizing variable values, however, I imagine that you aren't getting many replies because your post is a little vague... can you past a file? or can you be a bit more specific? Let us know what you are specifically attempting?
 
I have the following graph that different people are going to have to change on-line.


The xxx will be labels that that will need to changed by the viewer and the color bars will also have to be moved along the timeline and sometimes enlarged as needed. The stars and other bars and type will need to be movable and changable.

I believe I might be able to create this in flash using drag and drop and dynamic text. My problem is once it has been changed on line can it be saved in away way? I hate to even attempt to create something like this if it isn't even possible.

Is there is another program I could purchase that has this capability.

Thoughts and suggestions.
