Flash bug(?) - colour depth issue.

If I set my monitor to 16 bit colour, then try to set the background colour of movie in Flash to, say, #ffcc00, Flash sets it instead to #ffcf00. This is just one example of it messing the colours up. It doesn't happen when my monitor is set to 32 bit colour. I don't understand why there should be a problem with a web-safe colour like #ffcc00.
Has anyone else come across this?
