Flash as a background

I am creating a website in Dreamweaver 3, and am using multiple layers.

I was trying to apply a Flash 5 movie as a moving background behind these other layers and it isn't working.

I have tried to put the Flash in its own layer (z-indexed behind the others) and it still appears in front of everything, when preview it.

Is this possible to shift flash behind the other layers and images? How would I get this to work?

Help!
