I know you can use Mp3's with flash and significantly lower downloading time but... well... how do you do it? Everytime I try to incorporate an mp3 file my movie is that files size plus the extra 10 kb.

Ever wondered how large the file would be if it was a .wav?
What is this mp3? An 8 minutes song, or a 20 seconds loop?
What are your settings? What compression are you using, and at what bit rate?

No wonder! Re-compress it at 20kbps at "best" setting... Or as Carl would suggest, in this case, stream it!

right click on the file in the library..choose properties..where it says compression > default..change it inside there..choose mp3 and what ever else you need to change..

With Flash itself! Double click the sound file in the Library... Unchek the Use Document Default Quality box. Select Mp3 compression if it isn't. Select bit rate and quality, uncheck convert to mono (from 20kbps only!)
Press Test. Bottom line will give you new size of file!
Set Sounds Settings (Stream & Event) under Publish to the same. Uncheck Override Sound Settings box.
