Flash and Javascript not displaying with XP SP2

I downloaded SP2 for XP the other day. Now've all I've have had is problems with my machine. I know that you are suppose to be able to disable some of the settings and have it be allowing others.

Does anyone know how to get the Information Bar to disappear in Internet Explorer and allow everything to be displayed? Currently I'm building a web site that has Flash on it and uses javascript in the navigation. Since I downloaded SP2 and my Flash and javascript are blocked from working. You have to select "Allow All Blocked Content" to get it to display, but it won't ALWAYS allow it, like you think it would. I've gone in a changed my security settings (Internet Options) to Low but it doesn't stay that way, I find it set back to medium. Does anyone have any advice? I've ran both Spybot and Adaware on my machine and haven't found anything! I'm getting very annoyed with SP2!!!

The security settings always displays "Medium" when you look in Internet Options as a default choice, no matter what their actual setting. This was true pre-SP2.
