flash and fireworks menus

I have made a pop-up menu in Fireworks. It works fine when I bring it into DreamWeaver and preview it.
But when I try bringing in a Flash movie into Dreamweaver as well, my menu start popping behind the Flash  movie.
Is there any way that I can make those menus drop down so that they are always in front of every other object or plugin on the page?
 
Because Flash movies are ActiveX objects or embedded plugins (depending on which browser you use) they are added to the page after the HTML or Javascript content. In other words they are going to always be in the top "layer" of the page as it's viewed and will show over your Fireworks menu elements. You can get around this (in IE anyway) to a certain extent by exporting your Flash elements on a transparent background and working your page design carefully so that elements don't overlap.

Have you considered building your menus in Flash instead of Fireworks? That way they would be the top elements of the page for the reasons above...
