my navigation buttons work properly when i test them inside the .fla file but when i go to "test scene" or export absolutely nothing happens. (yes i have turned loop off). if anyone could help i would really appreciate it as this has been extremely frustrating. thanks!

Maybe try rewinding the movie, probably has stopped at the end. And check to make sure the button action is correct and there's not another layer over the button.

thanx for the suggestion - i finally worked it out last night. when i had created my main navigational buttons , the rectangle that i had put behind the text was a button and not a movie clip. so i had 2 buttons grouped on top of one another. complete disaster!
learning in flash can be frustrating but really rewarding when something new is learned.
