Fixed Startpage in IE6

I am creating a 'standard PC image' for the company. I want to use that image for all future PC's ( and users ).
Config : W2K + SP3, IE6 + SP1.
How can I set a default start page in IE6 for all users that log on to the PC ? Tools - Internet Options - Home Page just sets the home page for the 1 user I am working with, not for all.

Does not work.
I have key HKEY_USERS\.DEFAULT\Software\Policies\Microsoft, but not HKEY_USERS\.DEFAULT\Software\Policies\Microsoft\Internet Explorer. Can I create the 'Internet Exporer' key ? And then the 'Control Panel' key ?
