Fixed Row heights

Hi - I would like to be able to fix a table/ row height. What I what to have is a table at a fixed height. Then within that table, another table of different rows and colums etc. But when that inside table reaches the height of the outside table, it will not allow more info to be added.!!

Please is this possible?
