Is it possible to place buttons in designated areas on phone with out filling up blank spots with autodials?

I think you will find its just the first page of buttons that this effects , so on scrolled pages the buttons don't move down in position , but logically speaking you would fill up button spaces one by one as required ....what do you need ?
