First time seeing this phone number format

I had a client today that wanted to dial the phone number 317-800-XXXX
The phone switch choked on it trying to dial it as a local (since that is our area code) 9,800-xxxx
And as a long distance 8,317-800-XXXX

I am assuming that the 800 exchange is causing the issue?

Any thoughts on how to make this a dial-able call?

Is 800 built as an NXX in your system? 1800 should probably be built as an SPN also to dial the tollfree numbers
