First Page of every run time prints s blank page

Hi,

I am having problem with the page break.

for eg. I have report having group by Country name and city name product
information.I have checked Country header and City header in the List Frame
Layout window and select page break for City Header so that everytime
city changes in the country,it will display product information on new page.

But while doing that first page of the report print blank containing only Country Header
and then on second page, it is displaying Country header,city header and product information.

Does any body knows how to solve this problem...
