First Key press silent when dialing out

I've just come in and taken over a school with and IPO system installed. I've upgraded to the latest releases of VM, Manager, and IPO FW. When a user dials out, a tone can be heard at the press of the Short Code, but the first digit of the phone number is silent. This has been an annoyance, and has led to the dialing of 911 before i changed dial-out from 9 to 5. I had to dive in head-first and am still not nearly as proficient as i'd like. Thanks so much in advance for help.

uses analogue trunks to get out, rather than the internet. Is this not wasteful?

Sinderlied, I can't test it at this moment...But check if you receive a secondary dial tone when you want to make an outgoing call. In software release 3.2 this was handled in the systemshort codes. In 4.0 the ARS is used (this was the LCR in 3.2). With this ARS you can enable the secondary dial tone.

system shortcode:
code: 9N (if you use 9 for the outgoing prefix)
feature: dial
telephone number: N
line group id: 50: main

in ARS 50 main:
check secondary dial tone
add a new shortcode in here
code: N;
telephone number: N
feature: dial
line group id: (the id you use to call outside - you can find this under lines)

under system - tab telephony
dial delay time: 2 sec (you can play with this)
dial delay count: 0

Normally this should do the trick...
