Fireworks Pop-up menu does not work in Dreamweaver Template

I created navigation for my site in Fireworks. It has top and left side buttons. The left buttons have pop-up sub-menus. The trouble is I want to export it into dreamweaver and use it as a template for all pages. I save it as a template (.dwt) in Dreamweaver and insert a layer to hold each page's content. Once I do this the pop-up menus no longer work.

Does anyone have any ideas on how to get this to work?
 
don't use a layer- use a table
and make sure the js mm menus page is linked to the dwt Sometimes, when my code just won't behave, I take it outside and make it listen to britney spears music, and when it comes back it's really well behaved. I wonder if it's suffering from post tramatic stress syndrome now..
 
So, when I import the fireworks file, the white space where content would be is included. How can I put a table over that without using layers or just get rid of it?
 
it doesnt matter if you use layer or table! [Hammer]
