Firewalll ASA account

Hello, i have and issue related to the management account
I login to the firewall using a TACACs+ account as primary and if it fail i use local account.

I would like to manage 2 local account for administration purpose
but when I use the second local account i can not login even i apply the same privileges like the admin account.


I attach ´part of the configuration related to the user:
